The Weser Ems region is located in the Northwestern part of Lower Saxony in the North of Germany and has about 2.4 m inhabitants. The urban districts of Osnabrück, Oldenburg, Delmenhorst, Emden and Wilhelmshaven have in recent years developed into significant centres in relation to population growth and industrial expansion. Even the rural areas of the region are developing thriving structures. Within the 15.000 square kilometres of the region multiple universities as well as educational centres are focussing on agriculture and maritime themes.

Of special importance is the co-operation with the neighbouring region of North Holland. This focuses on the exchange of experts and an increasing co-operation between Dutch and German businesses and partners.
